Opponent tribute summons caius. Can i negate it's eff to remove from play monster by discarding veiler?

Caius eff starts a chain.
Caius eff = chain link 1
Effect veiler eff = chain link 2
Links resolve backwards meaning that effect veiler's eff resolves first and negates caius eff.
