The last thing to happens is still whatever happens before Heavy Storm is activated (most likely it is an open game state).
Regardless, Starlight Road Can't be activated because it has to be chained directly to what it could negate, since Starlight Road could not negate the activation of D.D.Crow's effect, it can't be chained to D.D. Crow's effect.
The game will be reseted up to the point where D.D. Crow's Effect is activated, SL-Road fliped back face-down on the same column/row. Your opponent may ask to let the chain resolve or add any legal effect to the chain.
