simply put, this article states that as of now, literally now, priority on ignition effects, are gone
this means, you can now use effect veiler on bunillas, and alot of other things it didn't use to work on, and only monster's who's effect activate when they are summoned can use their effects before the opponent can do anything
yay |

| well
before: player summons bunilla, use effect, banish it immediately, play 2 dinosaurs, xyz laggia or dollka and your effect veiler was useless
now: player summons bunilla, you discard effect veiler, bunilla could use its effect, but it will banish itself, and special summon nothing
before: player summons master hyperion, banishes a fairy and targets a monster, you chain bottomless trap hole, but you still lose your monster
now: player summons master hyperion, you use bottomless trap hole, hyperion goes and you dont lose another card with it
basically that's it in a nutshell |

| the thing is your opponent gets a chance to activate a trap or quick play or quick effect before you get a chance to activate your monsters ignition effect |

| Caius gets the effect, since his effect is the trigger effect. So its effect works when opponent activates Bottomless Trap Hole. |
