people where I live say herald of perfection can't negate flip effects, as when the monster activates its effect after being attacked, its effect activates in the damage step, and herald (of all kinds) cant negate during the damage step

is this true (most likely isn't but I need some proof)

Incorrect.
Can't negate (Actually, can't be chained to) Counter Traps for they are Speed 3 while Trigger effect monsters are speed 2.

harmony is right ... tho it can negate cards like ... um ryko or nimble when they get attacked

This card can only be Ritual Summoned with the Ritual Spell Card, "Dawn of the Herald". When your opponent activates a Spell Card, Trap Card, or Effect Monster's effect, you can send 1 Fairy-Type monster from your hand to the Graveyard to negate the activation and destroy that card.
When you flip up the fd monster even if its during the damage step and you activate its effect,you can negate it's effect and destroy it,it doesn't matter if its fd or fa the thing that matters is that it's effect activates!
